拉姆萨尔手册的目的是根据主题,组织缔约方多年来通过的有关决定的指导材料。所有行动可能受益于或影响湿地的明智利用的所有人都应使用这些手册,因此,每个国家的重要的第一步是确保向所有需要或能够从中受益的人充分散发这些手册。拉姆萨尔手册20:国际合作 The Guidelines presented here respond to Article 5 of the text of the Ramsar Convention whichrequires that: "The Contracting Parties shall consult each other about implementing obligationsarising from the Convention especially in the case of wetlands extending over the territories ofmore than one Contracting Party or where the water system is shared by Contracting Parties.They shall at the same time endeavour to coordinate and support present and future policies andregulations concerning the conservation of wetlands and their flora and fauna" .As suich, they areintended to provide a framework, or frameworks, for actions to be taken by Contracting Parties ofthe Ramsar Convention in meeting this obligation. The Strategic Plan 1997-2002 of the Convention on Wetlands (Ramsar, Iran, 1971), adopted atthe 6th Conference of the Contracting Parties, in 1996, included Action 7.3.4 which directed theStanding Committee and the Secretariat to "develop, for consideration at a Technical Session ofthe 7th COP (1999), guidelines for Contracting Parties on how to carry out their obligations in thefield of international cooperation, particularly as regards obligations concerning national fundingagencies which provide assistance that may affect wetlands in developing countries". This wasachieved following the process outlined in the Acknowledgements, and the Guidelines wereadopted as the Annex to Resolution VI.19 of the 7th Conference of the Contracting Parties.The Guidelines are presented under seven themes, with specific actions recommended includedunder each theme.
