Although too numerous to identify here, their contributions were invaluable. Two peopledeserve particular mention: Clayton Rubec of Canada for activating the process of developinga vision for the List of Wetlands of International lmportance through comments he made at ameeting of the Standing Committee of the Convention, and for his comments and additions toseveral drafts; and David Stroud of the United Kingdom, who helped coordinate inputs from anumber of people and provided several carefully edited re-drafts through the long consultativeprocess. The further updating and additional aspects of guidance adopted by COP9 in 2005 andcoP10 in 2008 were developed by a Scientific and Technical Review Panel Working Group onRamsar Site designation, under the leadership of David Stroud.The Secretariat wishes to thankthem all for their assistance. The purpose of the Ramsar Handbooks is to organize guidance material from relevant decisionsadopted by the Contracting Parties over the years, according to subject themes. This helpspractitioners to implement the internationally-agreed best practice in a way that is convenient tohandle and more naturally matches their own everyday working environment. The intended readership includes national and local staff of the government departments,ministries and agencies that act as Administrative Authorities for the Ramsar Convention in eachcountry.
